Insider Threat Program Templates

Insider Threat Program Template Suite

Written by a former CIA Insider Threat Program Senior Official. Get DCSA-ready Insider Threat Program document templates — instant download, ready to fill in for your facility — without hiring a compliance consultant or starting from a blank page.

What's in the Suite

The suite covers the core documents DCSA expects a facility to have on file — professionally drafted, editable templates, not a generic form pulled off the internet.

Insider Threat Program Plan

A written ITP Plan template built to meet the minimum standards of 32 CFR § 117.7(d) — fill in your facility's FCL level, CAGE code, and contract mix.

ITPSO Appointment Letter

A written designation letter for your Insider Threat Program Senior Official, meeting the written-appointment requirements of 32 CFR § 117.7(b)(2)(ii) and § 117.7(b)(1)(iii).

User Agreement & Monitoring Consent

Ready-to-use monitoring consent language for cleared employees, aligned to 32 CFR Part 117.

Reporting & Response Workflow

A clear incident reporting and response workflow your cleared employees can actually follow. (Complete package)

Annual Training Outline

A training outline for the annual insider threat awareness training all cleared employees must receive under 32 CFR § 117.12(g)(2) — usable as contractor-developed training or alongside DCSA's INT101.16 / CI112.16 course options. (Complete package)

Program Personnel Training Plan

Documentation for the training your ITPSO and program personnel must complete under 32 CFR § 117.12(g)(1) — the INT333.CU-vs-contractor-developed election, topic crosswalk, and completion-record format, including the July 1, 2025 grandfather population. (Complete package)

DCSA Inspection Checklist

A self-assessment checklist to help you prepare for DCSA review of your insider threat program. (Complete package)

Why These Templates

Most ITP templates are recycled boilerplate. This suite is built the way a reviewer reads it.

Attorney-Authored

Drafted by a licensed attorney and former CIA Insider Threat Program Senior Official — not paraphrased from someone else's sample policy.

Internally Consistent as a Set

Every document uses the same defined terms, role titles, and reporting chains, so your plan, appointment letter, user agreement, and workflow all say the same thing — the first thing that falls apart in patchwork programs.

Cross-Walked to DCSA Review

Each document maps to what a DCSA reviewer actually asks for during a security review, so you can point to the specific language that answers the question in front of you.

What counts as an update. Revised documents are issued when one of the following takes effect and materially affects a template in the suite: an amendment to 32 CFR Part 117; a new or revised DCSA Industrial Security Letter; or revised DCSA guidance changing what a facility must document — for example the May 2025 program-personnel training change. Revisions are delivered within 60 days of the effective date.

What it isn't. This is not a monitoring service for your facility, not notice of changes affecting your specific contracts, and not legal advice. It does not include customization, review of your completed documents, or representation. Subscribers receive the same revised templates every other subscriber receives. Renewal and cancellation are governed by the Document Sale Terms.

Important NoteThese are self-help template documents you fill in and adapt for your own facility. Purchasing a package does not create an attorney-client relationship and does not constitute legal advice about your specific compliance obligations. Facilities with complex FOCI, JCAVS, or NISPOM issues should consider a free consultation in addition to, or instead of, a template package. Template purchases are a document-only product.

Frequently Asked Questions

Who is this for?

Small and mid-size defense contractors holding a facility clearance (FCL) who need a written Insider Threat Program in place for DCSA compliance, but don't have an in-house policy-drafting team.

Is this legal advice?

No. These are self-help template documents you fill in and adapt for your facility. Purchasing a template package does not create an attorney-client relationship. If you need program-specific legal advice, schedule a consultation.

How is this different from a generic template I could find online?

These are attorney-authored documents drafted with direct knowledge of how these programs are actually evaluated, from firsthand experience running an insider threat program inside the Intelligence Community. The set is internally consistent — the same defined terms, roles, and reporting chains across every document — and cross-walked to what a DCSA reviewer actually asks for, not a generic form pulled off the internet.

How long does delivery take?

All three packages are delivered instantly — you'll get a download link right after checkout.

What if I'm not sure which package I need?

If you only need the foundational written program documents, start with Essentials. If you want the full document set DCSA expects a mature program to have on file — including incident response, training, and inspection readiness — choose Complete. If you also want revised documents delivered when the regulations or DCSA guidance change, choose Complete + Regulatory Updates. Still unsure? Use the contact form and ask.

How does the Regulatory Updates subscription work?

When an amendment to 32 CFR Part 117, a new or revised DCSA Industrial Security Letter, or revised DCSA guidance takes effect and materially affects a template in the suite, revised documents are emailed to the address on file within 60 days of the effective date. The subscription renews automatically at $495 per year; you'll receive email notice at least 30 days before each renewal charge, and you can cancel any time before renewal by emailing RussRoby@russrobylaw.com. It's a document-only product — not a compliance monitoring service and not legal advice.
