Russell Roby advises clients based on his 25 years of experience as a CIA officer and his legal training — not as counsel of record in administrative proceedings unless separately retained under a written engagement agreement. Consulting services do not constitute legal representation before the Defense Office of Hearings and Appeals (DOHA), any Inspector General, or any other federal adjudicative body unless explicitly agreed to in writing.
